POSITION OF PROJECT MANAGER (Climate Funding 4 Cities – Turbocharging citizen engagement and climate actions in EU-Mission Cities Klagenfurt, Vilnius and Gozo) AT THE GOZO REGIONAL DEVELOPMENT AUTHORITY

The CEO of the Gozo Regional Development Authority invites applications for the Position of Project Manager to be assigned to the EU funded project titled: Climate Funding 4 Cities – Turbocharging citizen engagement and climate actions in EU-Mission Cities Klagenfurt, Vilnius and Gozo.

Duration of assignment and Conditions

  • A selected candidate will enter into an assignment until 30th April 2026, for a full time position. This position may be renewed for further periods if the project is extended. Unsatisfactory performance as a Project Manager during the assignment period will lead to termination of the assignment. This position will be 100% EU Funded through the Net Zero Cities Pilot Cities, Cohort 2.
    • The selected candidate shall be carrying out these duties from the Gozo Regional Development Authority office, subject to the Authority’s approved policies.
    • The position of Project Manager at the Gozo Regional Development Authority is subject to a probationary period of six (6) months.
  • Since this position is time-barred or linked to the completion of a specific task, this constitutes an objective reason in terms of Regulation 7(4) of S.L. 452.81.

Renumeration

  • The renumeration attached to the position of Project Manager (Climate Funding 4 Cities – Turbocharging citizen engagement and climate actions in EU-Mission Cities Klagenfurt, Vilnius and Gozo) for 2024 is of €14.50 per hour or € 28,828 per annum. For subsequent years, the cost of living adjustment will be included pro rata.

Climate Funding 4 Cities – Turbocharching citizen engagement and climate actions in EU-Mission

Cities Klagenfurt, Vilnius and Gozo

This project has three participating Mission Cities: Klagenfurt, Vilnius and Gozo, where the aim of these cities is to raise awareness on climate change, through various projects. Gozo will focus on a climate awareness campaign targeted at students and the general public. A competition related to the climate awareness targeting students will also be a feature of this project. Klagenfurt and Vilnius will conduct different awareness measures and pilot projects. Moreover, a climate fund that is intended to assist in financing pilot projects related to climate mitigation will be set up. Training on climate mitigation and adaptation will be provided to stakeholders of participating cities. Along the execution of the project there will be knowledge transfer between participating cities and the Mission cities.

Duties

  • The duties of a Project Manager (Climate Funding 4 Cities – Turbocharging citizen engagement and climate actions in EU-Mission Cities Klagenfurt, Vilnius and Gozo) at the Gozo Regional Development Authority include:
  • Prepare and organize the climate awareness campaigns, targeted for students in schools and at the general public;
  • Prepare a communication plan for the climate awareness campaign;
  • Actively participate with local and foreign stakeholders in meetings; both online and overseas;
  • Compile detailed progress and expenditure reports;
  • Follow all the terms and conditions of the EU project;
  • Undertake any other duties according to the exigencies of the project as directed by the GRDA CEO and the project partners.

Eligibility requirements

  • 1  By the closing time and date of this call for applications, applicants must be:
  • (a) citizens of Malta; or
  • citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
    • citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
  • any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
  • third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.

The advice of the Department of Citizenship and Expatriate Affairs within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

  • must have a good command in the English language.
  • in possession of a recognized Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Project Management, Economics and related studies, Law, and Environmental Studies or comparable qualifications.
  • Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
    • Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable.
  • Applicants must be of good conduct which is appropriate to the position applied and must produce a Certificate of Conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application.
  • Applicants must be able to take up these duties within thirty (30) calendar days from notification.

  • Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which are to be scanned and sent through the provided email address: operations@grda.mt. Under no circumstances should any such documents be submitted after the closing date of the call for applications.
  • Original certificates and/or testimonials are to be invariably produced for verification at the interview.

Selection procedure

  • Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. The maximum mark for this selection process is one hundred percent (100%) and the pass mark is fifty percent (50%).
